EPA Provides Supplemental Analysis of Alternative Small Business Size Standard Definitions for TSCA User Fees and Extends the Comment Period for the TSCA User Fees Rule

On April 24, 2018, EPA announced its release of a supplemental analysis and an extension of the public comment period for its User Fees proposed rule.  The proposed rule to collect user fees for the administration of the Toxic Substance Control Act (TSCA) was published on February 26, 2018.  EPA’s proposal included a small business size standard to qualify a user for a reduced fee amount.

DOI Seeks Comments on Coastal Plains Oil and Gas Leasing Program in Alaska

On April 20, 2018 the Department of the Interior’s Bureau of Land Management published a notice of intent to prepare an Environmental Impact Statement (EIS) for the Coastal Plains Oil and Gas Leasing Program in Alaska. The EIS will inform BLM’s implementation of the program including which areas to offer for sale and terms and conditions.

DOE Seeks Comments on Energy Conservation Standards for Dishwashers

On April 24, 2018 the Department of Energy published a request for comment on a petition for rulemaking to define a new product class for residential dishwashers. On March 21, 2018, the Department received a petition from Competitive Enterprise Institute (CEI), asking the Agency to initiate a rulemaking for a new product class for residential dishwashers with a cycle time of less than one hour from washing through drying. The Agency seeks information on the comments and information provided in the petition.  Comments are due by June 25, 2018.

IRS Issues Guidance on Business Interest Expense Limitations under New Tax Law

RUS Seeks Applications for Rural Broadband Access Loans and Loan Guarantees Program

On March 28, 2018, the U.S. Department of Agriculture’s Rural Utilities Service (RUS) announced that it will begin accepting applications for the FY 2018 Rural Broadband Access Loans and Loan Guarantees Program to provide assistance to applicants in financing improved broadband service in rural areas. RUS states that the use of application windows has not effectively supported this mission, and therefore the Agency will now process applications on a first-come, first-served basis. Applications will be accepted through September 30, 2018.

CPSC Seeks Comments on the Internet of Things and Consumer Product Hazards

On March 27, 2018, the U.S. Consumer Product Safety Commission (CPSC) published a notice of public hearing and request for comments on potential safety issues and hazards associated with internet-connected consumer products. Specifically CPSC seeks information on whether current regulations address safety hazards specific to connected devices, and how they can be improved or revised. The public hearing will take place on May 16, 2018 at 10:00 a.m. in Bethesda, Maryland. The deadline to request to speak at the hearing is May 2, 2018.
