WCOE Action in California Brings Results!

The Associated General Contractors of California (AGC), Women Construction Owners & Executives (WCOE) and Caltrans are diligently working to address the impacts set forth in the Federal Highway Administration (FHWA) 2015 Disparity Study.
At an April 10th meeting with Caltrans Director, Malcolm Dougherty, and Assistant Director of DBE, Janice Salais, AGC and its partners presented concerns imposed by the disparity study that included the elimination of Caucasian Females and Asian Subcontinent DBE subgroups from being counted on FHWA funded projects with DBE goals.
The study has since been removed from the Office of Business & Economic Opportunity's (OBEO) website while Caltrans re-evaluates the Federal recommendations. Caltrans staff will also be reviewing the information submitted by AGC to better understand the ramifications of the disparity study's impact to the DBE community.
AGC and WCOE should note that Caltrans will continue to enforce DBE goals on executed contracts for projects funded by the FHWA until he review has been completed. Once the review is completed, Caltrans will schedule public meetings for feedback. At that time, AGC will encourage members to attend these public hearings, send a representative or provide written comments. Until those meetings are scheduled, please be confident that AGC, WCOE and Caltrans are diligently working on this issue.

Happy Anniversary DBEs!
The Surface Transportation and Uniform Relocation Assistance Act of 1987 (HR 2) passed and became law on April 2, 1987. HR 2 became law after the United States House and Senate overrode President Reagan's veto!
The bill included a provision to expand the Disadvantages Business Enterprise Program (DBE) to include "that women for the purpose of this act are presumed to be socially and economically disadvantaged."
For the first time in history, the Federal Government recognized that women were in fact socially and economically disadvantaged in the man's world of business. 2017 is the 30th anniversary for the inclusion of women in the DBE program.
